Short Introduction

Pago is a Romanian consumer-payments platform that brings household bills and recurring everyday payments into one mobile application. Users can manage and pay utility bills, taxes, insurance, mobile top-ups, road charges and other services, while financial institutions and other partners can embed Pago functionality into their own applications.

About the Company

Pago was created by Adrian Cighi and Alexandru Gala-Popescu through Timesafe in 2016 and officially launched in Romania in 2017.

The company began by simplifying utility-bill management. Instead of accessing multiple supplier websites, users can connect their supplier accounts or scan invoices, receive bills in one interface, organise them by due date and pay one or several bills from the app.

Pago subsequently expanded into a broader household-payments platform. It now covers car and travel insurance, mobile top-ups, road vignettes, bridge tolls, taxes, donations, card transfers, travel eSIM plans and other consumer services.

The platform integrates more than 400 utility providers. Pago states that its own app and embedded services in partner applications are used by approximately 550,000 monthly active users. Its services are available in Romania, Poland and Italy.

In addition to its consumer application, Pago supplies embedded and white-label payment experiences to banks and other partners. Pago functionality has been integrated into applications including BT Pay, George, Salt Bank, MyENGIE and AmParcat.

Licences & Regulatory Status

Payment Institution Status

No completed authorisation of Timesafe S.R.L. as a payment institution, electronic-money institution or bank was confirmed in the BNR public information and company announcements reviewed for this profile.

Public professional material indicates that Timesafe has undertaken work on a licensing file for authorisation as a payment institution. This shows a regulatory-authorisation project, but a licensing application or draft file should not be presented as an authorisation already granted.

Until an official BNR registration or company announcement confirms otherwise, Pago should be described as a payment application and technology platform operating with regulated payment processors and financial partners.

Payment Processing

Pago’s current legal documentation states that:

  • Third-party payment processors are used for payments initiated through the app;
  • Users’ card details are captured and stored on the systems of Romcard, rather than in Timesafe’s own systems;
  • Transactions are authorised and processed through encrypted communications with Romcard;
  • Payments made through the Ghișeul.ro functionality are processed by Ghișeul.ro, with Timesafe not handling the transfer of those funds.

Pago is not presented as a deposit-taking institution and does not provide bank accounts or hold consumer deposits.

Insurance Distribution

Insurance products displayed in Pago are distributed through Renomia-SRBA Insurance Reinsurance Broker S.R.L., an insurance broker authorised by the Romanian Financial Supervisory Authority and registered under RBK-009/10.04.2003.

The insurance policies are issued by authorised insurers. Timesafe supplies the digital interface and related technology but is not itself the insurer or the licensed insurance broker.

Other Partner-provided Regulated Services

  • Credit-intermediation services accessed through the 123credit module are provided by 123 Credit Opportunity Solutions S.R.L., not by Timesafe.
  • Romanian lottery games are organised by Loteria Română; Timesafe provides the Pago interface and acts under the contractual mandate and instructions of the licensed organiser.
  • Card-transfer functionality relies on card-scheme and regulated payment-partner infrastructure.

Data Protection and Security

Timesafe is the data controller for the principal Pago application and is subject to GDPR, consumer-protection and applicable cybersecurity requirements. Its current privacy documentation also refers to record-retention obligations arising from payment-services and AML legislation.

Pago states that communications are encrypted and that full payment-card details are not stored in Timesafe’s systems. Visa and Mastercard partnerships or security-standard compliance should not be interpreted as financial-services licences.
