Short Introduction

un-doi Centru de plăți is a Romanian payments platform operated by Mobile Distribution S.R.L., combining a consumer mobile application, a nationwide partner-store network and self-service payment kiosks. The platform enables consumers to pay bills and taxes and access complementary services such as PrePay top-ups, insurance, road vignettes, digital vouchers and lottery products through digital and physical channels.

About the Company

Mobile Distribution has been active in Romania since 1997 and specialised from 2005 in the distribution of prepaid telecom products. In September 2014, the company launched un-doi Centru de plăți as a bill-payment service built on its existing national retail distribution network. The consumer mobile application followed in 2020, while the company began expanding its own self-service payment-kiosk network in 2024.

In 2026, Mobile Distribution obtained authorisation from the National Bank of Romania as a Payment Institution, creating a regulated framework for the further development of Un-Doi financial services. The company states that its infrastructure now includes more than 11,000 partner locations and over 2,500 payment kiosks nationwide, while the mobile application has exceeded 500,000 downloads.

Un-Doi connects consumers with more than 1,000 billers and associations and processes more than 2 million transactions per month. Mobile Distribution reported annual transaction value of approximately RON 4 billion through the platform in 2026. For retail partners, the company also operates Click by Un-Doi, a dedicated application that brings bill collection, insurance, money-transfer and account-management functions into the partner workflow.

• Loteria Română tickets — online purchase of traditional Romanian Lottery game tickets through the Un-Doi application as an authorised agent of Loteria Română.

Licences & Regulatory Status

Mobile Distribution’s regulatory and compliance position includes the following:

• BNR-authorised Payment Institution: MOBILE DISTRIBUTION S.R.L. is authorised by the National Bank of Romania as a Payment Institution under Romanian Law No. 209/2019 on payment services.
• BNR registration: The company is entered in the National Bank of Romania’s Register of Payment Institutions under number IP-RO-0017; its current application terms state that the authorisation was issued on 15 May 2026.
• Money-remittance / collection activity: The current application terms describe money-remittance services for bill and tax payments, under which Mobile Distribution receives funds from the payer and transfers them to the designated utility provider or public institution within the scope of its authorisation.
• Regulated operating framework: As a Romanian payment institution, Mobile Distribution operates under BNR supervision and the Romanian payment-services framework implementing PSD2, including applicable governance, security, risk-control and compliance requirements.
• ISO 9001:2015: The company states that its quality-management system is certified to ISO 9001:2015.
• ISO/IEC 27001:2022: The company states that its information-security management system is certified to ISO/IEC 27001:2022.
• Commercial services distinction: Not every service displayed in the Un-Doi ecosystem is itself a regulated payment service. Insurance, vignettes, lottery products, vouchers and other commercial services are provided under the relevant contractual and regulatory framework for each product.
