Filbo Pay is a Romanian electronic-money institution that provides digital business accounts, payments and financial-management tools for entrepreneurs and small businesses. Through the Filbo mobile application, eligible Romanian businesses can open and manage a payment account online, receive and make payments, and access integrated services such as ANAF RO e-Factura.

About the Company

FILBO PAY S.A. is part of the Filbo fintech ecosystem, together with OMRO IFN, which provides financing solutions, and EasyBill Digital, which provides electronic invoicing services. The group focuses on simplifying access to financial services for Romanian entrepreneurs and small businesses through digital products covering financing, payments and invoicing.

Filbo Pay was authorised by the National Bank of Romania in 2024 as an electronic money institution. Its core offering is a Romanian-leu business payment account accessible through the Filbo mobile application. Customers can receive funds, initiate payments and transfers, view balances and transactions and obtain account statements digitally.

The account-opening journey is 100% online and includes remote video identification for eligible business representatives. Filbo Pay also integrates business payments with ANAF RO e-Factura, allowing customers to view invoices received through the national e-invoicing system and initiate payments directly from the application. Filbo positions this integration as part of a broader effort to automate routine financial administration for small businesses.

  • Direct invoice payments – payment initiation directly from an invoice, with relevant payment information pre-filled in the application.
  • Invoice automation – functionality for paying multiple invoices and enabling automatic payment at the due date.
  • Electronic money issuance and redemption – regulated issuance of electronic money when customer funds are credited and redemption through eligible payment transfers.
Licences & Regulatory Status

Filbo Pay’s regulatory position includes the following:

  • Electronic Money Institution: FILBO PAY S.A. is an electronic money institution authorised and supervised by the National Bank of Romania.
  • BNR registration: The company is entered in the National Bank of Romania’s Register of Electronic Money Institutions under no. IEME-RO-0004/25.03.2024.
  • Applicable legal framework: Its electronic-money issuance and payment services are governed, among other applicable rules, by Romanian Law No. 210/2019 on electronic money issuance and Law No. 209/2019 on payment services.
  • Filbo account: The contractual documentation defines the Filbo account as a payment account in which electronic money is recorded. The account is denominated in Romanian lei and is accessed through the Filbo application.
  • Safeguarding of customer funds: Funds received in exchange for electronic money are protected through segregation at a credit institution. Filbo’s contractual terms expressly state that the Filbo account is not a bank deposit and is not covered by the Romanian bank-deposit guarantee scheme.
  • Digital payment instrument: The Filbo Pay application is the electronic channel through which customers access the payment account and related payment services.
