Short Introduction

C Solution is a Romanian payment institution and e-commerce technology provider. Through its flagship Plati.Online platform, the company offers online payment acceptance and financial automation tools for merchants, complemented by delivery-management, courier ERP and custom software solutions.

About the Company

Founded in 2001, C Solution develops technology for the payments and e-commerce sectors. In 2002, the company launched Plati.Online, presented as Romania’s first online payment-acceptance service for online stores and marketplaces.

Plati.Online combines payment infrastructure with merchant-oriented tools such as automated reconciliation, transaction reporting, invoicing and integration with Romania’s electronic fiscal-document system. Its services can be integrated through an API or modules developed for widely used e-commerce platforms.

C Solution has subsequently expanded its portfolio beyond payments. Its wider ecosystem includes LivrariOnline, a cloud-based platform for managing shipping, courier operations and cash-on-delivery transactions; software for customer support, CRM and ERP workflows; and the Poșta Panduri parcel-delivery and smart-locker network.

In December 2025, C Solution obtained authorisation from the National Bank of Romania as a payment institution, creating the regulatory basis for the next stage of development of the Plati.Online infrastructure.

Licences & Regulatory Status

Payment Institution Authorisation

C Solution announced that it received a Payment Institution licence from the National Bank of Romania (BNR) on 22 December 2025. The authorisation covers the following regulated payment services:

• e2 — execution of payment transactions using payment cards or similar instruments;
• f — payment acceptance services (acquiring).

The company stated in January 2026 that it was preparing the transition to the new operational model, including merchant onboarding, infrastructure alignment, safeguarding, settlement and reconciliation processes.

The authorisation does not, by itself, indicate that C Solution is licensed as a bank, electronic-money institution, account-information service provider or deposit-taking institution.

Payment-Security Certification

Plati.Online states that it obtained PCI DSS Level 1 certification in December 2014 and has maintained this certification over the years. PCI DSS is an industry security standard for card-data environments, not a financial-services licence.

Other Regulatory Considerations

• The regulated payment activities are subject to BNR supervision and the Romanian and European rules applicable to payment institutions, including safeguarding, AML/KYC, security and operational-resilience requirements.
• C Solution’s postal and parcel-delivery activities under the Poșta Panduri brand fall within Romania’s postal-services regulatory framework and the oversight remit of ANCOM.
• The company is also subject to GDPR and the applicable consumer-protection, e-commerce and cybersecurity requirements.
