PayPoint Romania is a nationwide payment facilitator and retail-services platform that connects consumers, merchants and service providers through a large network of assisted POS terminals and digital channels. Its ecosystem combines card acceptance, bill and instalment payments, mobile top-ups, money transfer, automotive payments, parcel services, cash-access services and the 24pay mobile application.

About the Company

PAYPOINT SERVICES S.R.L. has operated in Romania since 2007, with the bill-payment service launched locally in 2008. The company built its position around proximity retail, allowing consumers to carry out everyday financial and utility-related transactions in partner stores while giving merchants additional traffic, service revenue and payment capabilities.

By 2026, PayPoint Romania had evolved from a bill-payment facilitator into a broader national payment facilitator. Public communications in May 2026 reported a network of more than 35,000 assisted POS terminals, with more than 75% enabling secure card payments, and more than 10.5 million payments processed monthly. The company has set a target of 50,000 active POS terminals by 2028 and is expanding a one-stop-shop model for partner merchants.

PayPoint Romania also operates a digital consumer channel through 24pay, acquired in 2022. The app extends the company’s payment ecosystem beyond physical retail, covering everyday digital payments such as bills, public-transport tickets and subscriptions, CFR Călători tickets, mobile top-ups, automotive payments and other consumer services.

  • Bill and utility payments — collection of payments for electricity, gas, water, telecom, internet, television and other recurring services through the PayPoint retail network.
  • Instalment, insurance and credit payments — payment of eligible loan instalments, insurance premiums and other financial obligations for partner providers.
  • Mobile top-ups & electronic vouchers — prepaid mobile recharge and electronic vouchers delivered through PayPoint terminals and supported channels.
  • Automotive payments — payment of Romanian road vignette, bridge tolls and selected vehicle-related public fees.
  • Money transfer — domestic and international money-transfer access in eligible locations displaying PayPoint and Western Union branding.
  • Cash withdrawal at POS — cash-access functionality offered through selected PayPoint POS locations, including a service developed in partnership with Mastercard Romania.
  • PayPoint Colet Expres — parcel pickup, drop-off and return services through selected partner stores, including integrations with courier partners such as FAN Courier and GLS Romania.
  • Digital products, gaming & e-money vouchers — digital-content products and prepaid-value vouchers, including selected e-money wallet top-ups.
  • Loto services — access in selected locations to Romanian lottery products such as Loto 6/49, Joker and related games.
  • 24pay — the PayPoint Romania digital consumer-payment application, supporting bills, public transport, CFR tickets, mobile top-ups, automotive payments, entertainment and other digital services.
  • Loyalty solutions — flexible loyalty and customer-engagement solutions for partner businesses and service providers.
  • Provider collection services — payment-collection infrastructure and reporting for utility, telecom, financial-services and other partner organisations.

Licences & Regulatory Status

PayPoint Romania’s regulatory and payments position includes the following:

  • Agent of a Payment Institution: From 28 May 2026, PayPoint Romania publicly states that it operates as an agent of a payment institution authorised by the National Bank of Romania. This status supports the expansion of regulated payment services within its merchant network.
  • Payment-facilitator model: PayPoint positions itself as a national payment facilitator connecting consumers, merchants and service providers through an assisted POS infrastructure. The company should not be described as a bank or as a deposit-taking institution.
  • Merchant card acceptance: For POS card acceptance, PayPoint states that it manages merchant enrolment and the operational relationship with a partner bank/payment provider, while merchants may use their existing bank accounts for settlement.
  • Payment-security standards: PayPoint states that card transactions through its POS infrastructure use EMV technology, encryption, automated anti-fraud controls and PCI DSS security requirements.
  • Money-transfer services: Money-transfer functionality is offered in eligible PayPoint locations through regulated service partners, including Western Union. The presence of this service does not by itself make PAYPOINT SERVICES S.R.L. a standalone remittance institution.
  • Data protection and transaction records: PayPoint’s contractual and privacy documentation provides for transaction logging, security controls, fraud-prevention processing and GDPR-compliant personal-data processing across its applications and retail network.
